RobsonWoese Inc was selected from a competitive solicitation
by the State University Construction Fund and the University
at Buffalo to act as the Commissioning Authority on
a building addition and renovation project. Working
in conjunction with the State University Construction
Fund, the University at Buffalo had embarked on a 25,000
SF building addition of Jacobs Hall for the University’s
School of Management. The approximate construction cost
for the addition was $4 million. Commissioning for the
project is required per New York State Executive Order
111 and is intended to systematically ensure equipment
and systems are installed and operate as the design
intended. RobsonWoese Inc performed commissioning on
the equipment and systems associated with the HVAC,
lighting, plumbing, and fire safety systems. Construction
phase commissioning tasks included commissioning planning,
witness testing, pre-functional checklist development,
functional test development, functional testing, construction
observation, construction reporting, and seasonally
deferred testing. A key result of the commissioning
effort was the identification and correction of improper
air handling unit installation. The manufacturer provided
units that did not match the design requirements. The
installing contractor modified the installation without
approval resulting in improper moisture control and
coil pulling problems. The installation was corrected
at no cost to the Owner, avoiding future maintenance
and potential mold problems.

Ciminelli Development Company is the primary developer
of this combination hotel and commercial office. The
hotel portion includes a first floor lobby, pool and
conference area along with individual rooms on floors
five through nine. The remaining floors are commercial
office and retail space with a variety of tenants including
Cornell University. The building is serviced by a combination
of systems depending on space use. Hotel rooms are conditioned
with unit ventilators while a VAV system is employed
on the commercial levels. The project and systems exceed
standard practice for energy efficiency and have received
an incentive offer from the New York State Energy Research
and Development Authority (NYSERDA). NYSERDA requires
that projects with incentive offers in excess of a predetermined
level be commissioned. RobsonWoese is the commissioning
authority for this project and is commissioning systems
at the facility such as building control system, unit
ventilators, VAV system, air handlers, chiller and boiler,
variable speed pumping system, pool dehumidification,
and make-up air units.
